that he has good reason to believe, and does verily believe, that on or about the 14th. day of
November 190 4, at said Division of said District, one Jeu Soy,
did
was a chinese laborer, not lawfully entitled to be and remain in the
United States,for the reason that the said Jeu Soy,
does not have and is not provided with a certificate of identity,as
provided by Section 3, of the Act of March 3,1903,
Contrary to the statutes in such case made and provided, and against the peace and dignity of the United States.
