The President of the United States of America, To the Marshal of the United States for the Eastern District of Missouri, and to his Deputies, or any or either of them: Whereas, A. C. Ridgway has made complaint in writing under oath before me, the undersigned, a United States Commissioner for the Eastern District of Missouri, charging that Jeu Sue Bun late of the City of St. Louis, County, in the State of Missouri xdid on or about the 14 day of November A. D. 19 1904 , at St. Louis in said District, in violation of Section of the Revised Statutes of the United States, unlawfully -- being a Chinese laborer and not provided with a certificate of identity as required by law, was and is unlawfully within the United States and not entitled to be and remain therein. contrary to the form of the statute in such cases made and provided, and against the peace and dignity of the United States of America. Now, therefore, you are hereby commanded, in the name of the President of the United States of America, to apprehend the said Jeu Sue Bun wherever found in your District, and bring his body forthwith before me or any other Commissioner having jurisdiction of said matter, to answer the said complaint, that he may then and there be dealt with according to law for the said offense.
